Everything I read says Obama did not do this, he vistited National Archives when he wanted to see a document. REagan formally asked to have documents loaned to his library.
The Clinton library has documents on loan from National Archives.

If a president claims documents were planted he can take any documents he wants and claim they were declassified? I guess presidents are above the law.
