As for Floyd, his record doesn't have anything to do with the cop pressing his knee on Floyd's neck for 9 minutes while he was handcuffed. The cop wanted to be "Mr. Tuff Guy." He was an asshole.

The FBI can't change numbers because they can only report what was reported to them. Not all police departments report their crime numbers so the FBI numbers are and never were a complete report of all crime in the US.

It was a large amount and may have been partially responsible for his behaviour and death. But the officer's knee on his neck and the officers restricting his chest movement probably had more to do with his death than the fentanyl in his system.Were there signs of an overdose? It's already been explained to you. You just don't understand.
For the UCR the FBI can only report data provided to them by local jurisdictions. Local jurisdiction reporting is voluntary. If a local police force is dealing with a major crime at the end of the year, reporting to the FBI may not happen because they are too busy doing other stuff. If a major crime is being investigated by a state agency, the local agency may assume that the state agency is doing the reporting. The fact that the deaths weren't reported to the FBI on a UCR report is not evidence that the crime didn't happen. It is only evidence that the data wasn't voluntarily reported to the FBI.
The FBI has multiple reports that talk about the killings at Sandy Hook and list the number of people killed.
