There is zero proof of that in any video. None. Feel free to show anyone where that happened. Where a rein was used to whip anyone.
 
Clearly the laughing runner was grabbed by his shirt by LE's right hand. He dropped his reins in order to do that. So, the reins are just flapping loose.
