Africa and North America were similar in that they were both technologically backward when more technologically advanced foreigners arrived to exploit them.
North America, in the temperate zone, had even less of an excuse. Both continents had plenty of resources that went unexploited by indigenousness peoples.
History gives Asians and Europeans an excuse to feel superior, but the real reason for their having been advanced may not be genetic.
It simply remains unexplained at this point in our knowledge.

In the Americas the reason technological progress was slow to nonexistent was because there was no population pressure or geographic hardships to cause it. There was some in Central America with the Maya and Aztec cultures, and that's why they went further technologically than societies in South and North America. The Aztec were on the cusp of a copper / bronze age when the Spanish showed up. Toynbee explains this very well in his classic A Study of History.

Even "separate but equal" is ambidextrous. The segregated race was inferior, not equal, and didn't deserve equal facilities.

What would The Saga of Main Street do if the hopelessly inferior were not afforded basic rights?
In his/her/its case, however, that doesn't sound like a bad idea.
His/her/its very existence couldn't possibly be less necessary.
