States can make it illegal to transport people from their shores to this boat. Penalties could include incarceration for the owners and crew, along with confiscation of the boat and any other property with in the state.

the Demmycrats thought blacks were not people and still think blacks who didn't vote for them are not real blacks.......the Nazis didn't think Jews were real people and could be killed at a whim......now they they think the unborn aren't people......seems like sort of an historical pillar for Demmycrat beliefs.........

States have jurisdiction to 3 miles out. With Florida and Texas, it’s 9 miles on the Gulf side.
