They do take that into consideration. By law they are required to take into account and be prepared for 100 year events. Are you suggesting that they should prep for any amount of rain? what is the max level they should prep for? What happens when mother nature then crushes your max level?

The fact that extreme weather events have been happening for billions of years doesn't change just because one event displaces people. I would be happy to explain that to the refugees, but I think the vast majority of them know bad weather happens. Most aren't morons like you.
 
Mississippi, Louisiana and Texas sit on silt (clay, dirt). Water just sort of "slides" around the ground taking forever to dissipate. Here in Florida we sit on limestone which is porous and naturally drains quickly. We can have massive rainfall and there will be a foot or 2 of flooding and the ground is fairly clear in a couple days.

Back in the late 70s early 80s, AZ had not only a 100 year flood; but also a 1000 year flood.

How high are Dams and retaining walls supposed to be built?

The stupid part is that there are now subdivisions and homes built in those areas.

They have not considered runoff, flood walls and reservoirs. They have permitted housing in areas that will always flood. There were ways that they could diminish flooding, you can't prevent it, but you can control the damage.
