very common practice, never been prosecuted in our history, these guys pay a fine (if anything), that's about it

Exactly, been going on for years, no crime, just pay a penalty if you "fail to file in a timely manner" (for any reason, either purposely or unintentionally)...just ask Obama, very common, it's a campaign finance rule so you just pay a fine and it's over.
It's not a law that one breaks and become subject to criminal prosecution.
