He can't do it. What the constitution does say is "All legislative powers shall be vested in a congress of the united states". That means judges cannot write, rewrite, or repeal laws though they do all 3 !!!. Even if we grant them the right to interpret laws (whatever that means) their rulings do NOT become the law of the land. The interpretation applies just in that one case.
