The do keep track of the guns they sell, they just not have to do background checks, they only have to see proof of age.
It is good that you are at least trying to learn about this, but I think you are getting confused...
Different states have different rules for gun shows and what must be purchased through an FFL holder. Some require every gun, including long rifles, others only require handguns to be purchased using an FFL holder...By definition any person holding an FFL MUST do a NICS background on every gun in his inventory. He can NOT just give the weapons to a 'friend' and tell him to just write down the guns sold...The rub with gun shows is that private citizens also sell their own private weapons, this can be done without background checks...
But, I believe that you are misinforming when you make it seem as though a Federal Firearms Licence holder can just go to a gun show and sell their weapons unchecked.
