It was a larger facility than shooting a transformer on a power pole...which is the simpler way if they wanted to blackout the drag show.

In fact, there are a couple of ways they could have taken out the power on that block or to the building. Instead, they chose two different electric substations. That took some thought and planning on their part.

IMO, it was also as stupid as shooting a cop or a Fed. They're attracted way too much attention for the results they achieved.
