That is 38% of the states. And just because they used the arbitrary cutoff of 70% doesn't mean others are "just fine".

And how do you suggest they are properly funded?

Let's start with YOUR state of California which is on the list. Why aren't the democrats funding their pension? You can't blame the GOP. They can't do or stop anything. So what is going on in your state? Aren't you paying your fair share?
