I believe when he is elected, the President becomes the Leader of the country. To place him as a titular party head would be a mistake. I presume the same thing held true when bush was president. I don't see Biden's name in the hierarchy either.
If you look at the Cabinet, minorities are well-represented and let's not forget Sotomayor is the first Latin ever appointed to the SCOTUS.
That said, yes Steele is the party Chairman, however he is already under fire from within but can't be fired for obvious reasons. Mel Martinez R-FL resigned and shortly after, voted for Sotomayor, 1 of only 8 GOP Senators;
Being realistic, the Republicans have a long row to hoe in order to catch up to the Dems with the minorities.
I am among Latinos constantly in my wife's family. Cuban and formerly emotionally Republican, the change toward the Left has not been gradual in the past few years, not fully accomplished yet, but significant. The change has not been based on "libertad" but minority acceptance and fairness to the working man, in other words, the things other Latino groups care about.

I'm a democrat and I am very aware of it. The fact that he is not listed on the organizational chart on the party website means ZIP. You ask any democrat who the real leader of our party is, and nearly everyone of them will proudly say Barack Obama.

Republican efforts to be "inclusive" are textbook examples of failure.

Hispanic voters, soon to be a majority bloc, are rejecting the compassionless conservative stance regarding immigration and jingoistic "English-only" issues that strike at the heart of the Latino community.

Black voters realized long ago that the GOP is full of repressive, violent racists.

Women and gays have likewise suffered at the patriarchal and homophobic hands of America's amazing shrinking party.

With community organizing and agressive voter registration campaigns now entrenched within the government itself, I see a rosy future for progressivism.

It amazes me how there can be a 600 lb gorrilla in the room and people like you can just ignore it.

The most obvious evidence of entrenched racist policy in Republican party platform is that of supporting tax policies that reward investment over waged incomes. One of the main purposes of shifting the burden of taxation on wage earners is that it reinforces the economic disparity in minority communities that are mostly wage earners and makes it that much more difficult for minorities and minority communities to create wealth through hard work and effort.
