When Dems won the governorship of North Carolina from the Republican previously holding that office, their legislature passed (and the Republican governor signed) a bill taking away the governor's influence on district maps.

Uhh plenty of times in American history one state has been the decider.
 
Thanks to motor voter many Californian voters are not Americans, but we don't need to talk about that. move on, nothing to see here. And yes, the GOP is just as guilty as the dems on that one.
 
Here's a thought exercise, what if we split California into 2-3 states? Then suddenly would it be legitimate to count their votes as if they were real Americans?
