that is NOT how civil laws work. The Punitive award is meant to both PUNISH the liar but also DETER it it happening again. If it does happen again then you sue again (no trial needed, just go straight to award) and seek a higher award. And if he just keeps doing it, you just keep seeking a bigger and bigger award until he stops.
That is exactly how the law is designed. What you are speaking to is criminal court and ONLY when the Prosecution loses a case with prejudice. Then they cannot rebring it due to double jeopardy.

If Trump hadn't tried to claim defaming US citizens was part of his job, there would likely be no need for the second trial. The second trial consists of the penalty phase since the jury has already decided that Trump doesn't have a truth defense for his statements.
