There are plenty of questions about it IMO. If you're talking raw numbers the violence is definitely down. I read that a lot of the gun violence in the '90s was due to gangs.

That was a big part of it. That led to controversial tactics like stop and frisk which definitely cut down the murder rate and gun violence but has its own other set of problems.
I've read somewhere, depending on the city, it is the same for those down numbers today. I think something like 80% of gun deaths in Chicago and maybe 50% in New Orleans were attributed to gang activity.
Nothing short of draconian gun laws like they have in Europe and Austraila will impact things like what happened yesterday, and even then it won't stop it.
