President Clinton is allowed to meet with any government official at any time.
There is no law against it.
No one put Comey anywhere.

As a sea captain I can tell you that we are each responsible for our own actions...no one forced Coney to contact Congress...he did so of his own volition and he himself and only he is responsible.

Bull shit. Lynch meeting the spouse of a subject under criminal investigation is a grave miscarriage of justice.
Clinton boarding the plane was an attempt to interfere in a lawful investigation.

By doing so Lynch was forced to recuse herself -but instead of passing on the FBI findings to an assistant AG- (normative)
she and Bill concocted (even passively) to drop the matter into Comey's lap.
