Obama could have mentally done it (according to Trump) maybe he did, you cant prove otherwise. In fact if you believe Trump had ability to mentally declassify documents, nobody could be successfully prosecuted unless all presidents since the document was created would testify that they did not.

Obama has authority to retain any document he wished, just like Trump, and for the same reason.

Biden did NOT have authority to view classified or secret material at the time he obtained those documents and stored them in his house.
