There are so many straw men it is hard to know where to start. Here is the deal. A hurricane unlike other natural disasters like tornadoes and earthquakes don't just spring up. While their exact destination isn't always known with great certainty, you have a general idea of where it is going.
Katrina was unique in one way in that its initial track had it going to Florida but it made a sudden turn and headed for New Orleans. There was ample warning to evacuate for EVERYONE living in that area. The over whelming majority of people who did not evacuate did so by CHOICE and no other reason. We can speculate why they made that choice, but they made that choice.
So were they asking for it and did they deserve to die? That is nonsense. But, they did make decisions that led to their death. That is indisputable.
As I said, you are woefully out of your league talking about hurricanes and specifically this one.
