If the Grand Jury refused to indict on a charge and the trial is going forward with other charges then the only way the Prosecution can "Add additional charges" is to go back to the Grand Jury and seek a "Superseding Indictment" on the same charges they refused to indict on the first time.

So no, it would not be easy to get that grand jury to indict on charges they already refused to.

The IG report said nothing about authorizing leaks to the press while he was FBI director which is what Comey is indicted for lying about.
