The Trade Act of 1974 does specifically delegate tariff power. Section 301 had lengthy investigations, and notice-and-comment periods on unlimited tariffs. trump does not have the time to do that for every country. It also allows 15% emergency tariffs for 150 days, so much less and shorter than trump wants. Then there is Section 232 which explicitly requires the tariffs to be limited, not across the board.
