Back in the 80's, WA got a state lottery passed by promising it would fund education. It's 2013, and all of the money now goes into our pathetic General Fund - meaning nothing is going to education anymore (since the state doesn't permit it's pet black hole to be audited, I can safely say that's most likely true).

I have always seen the lottery as paying for a dream. For a buck, you get to spend a day or so thinking about what your life would be like if you won. It's fun to think about that, and worth a buck.
But I do feel bad for the folks who get obsessed with it, and go and spend a ton of hard-earned cash really trying to win the thing.
