I believe that all black people should go back to Africa. This is my belief, therefore it's not racist. I'm going to make a sign.

If a black guy dresses in traditional garb for whatever reason because he's proud of his heritage, that's one thing. Pasting his picture on a witch doctor is terribly offensive and has absolutely NOTHING to do with whether or not he's proud of his heritage. It has to do with the white guy holding the sign's want to perpetuate stereotypes.

THat is racism, it expresses the idea that because Obama's ancestors are from Africa you will get substandard healthcare from a plan he designs.

Were Obama white would they have made the same sign?

No its not, but the idea expressed by this sign in the context it was presented is that witchdoctory is substandard medicine and that because Obama's ancestors were from a place that steriotypically practiced such medicine he will draw from that history when crafting a plan for western healthcare.
