You do not send anything to the senate if you seek justice. However, if the house formally goes after impeachment it will give them more powers. They can compel testimony. That will end the communist hateful rejection of subpoenas and court orders that characterize this admin. No other one ever did that or had to. They will be able to question everyone in Trump's crooked administration and his gang of thieves.
