The issue is my rights. I don't want your or my rights to be violated just because you think it will make you feel safe. Do better or change the constitution. I don't think we even have enough money to test everyone who owns a gun in the US regularly in order to fulfill some idiotic law that violates our rights.

Find a way to do something without violating the rights of hundreds of millions of Americans, because you have no other option. Either amend the constitution, or start working within the limitations we set on government back on June 1, 1788.

It would have to be both voluntary via health insurance plan. There's already laws regarding psychologists reporting people who are a danger to themselves or others.

Trump is already leading the way. Remember "pre-existing medical conditions" before Obama care? Trump wants to get rid of that. Insurance companies could require the testing before insuring you and drop your insurance if you have a mental condition. This would show up on a background check.
