Regular screening would help with this problem. A lot of this can be done online with regular testing. It would note trends in mood and behavior. Unlike this incident, most problems are with suicide and such testing would help identify those sinking into a dark hole.

The 21-year-old just threw his life away. He'll be lucking to get out of prison before age 40 since the charges include attempted murder of a police officer. As a society, we should do better.
