Does a local board have the legal right to plan for how the local area can be developed? If yes, then the contract will stand.
The previous board had the legal right to enter into contracts. Those contracts can't be broken under most legal standards.
The real question will be whether the new board has standing to try to overturn those contracts. That means the way the board was appointed becomes a legal issue. DeSantis and his communications in passing the law and appointing the board are subject to subpoena.
