It is, indeed. It has been, in the US, since 1973, and is currently a right here and in nearly every other advanced nation. The Republicans on the high court would like to empower state legislatures to deprive women of that right, but for now it remains one.

well he doesnt "give" anything apart from signing laws but will he sign what the legislature passes and sends to him ?

It’s currently a right, covered under the right to privacy. If the ruling goes through we will no longer have a right to privacy.
