Several states are putting safeguards in place to make sure whatever they did won't be possible next time.

Done a few myself, and won't be going again. It had nothing to do with corona.
Kinda cool if you've never gone, an experience to remember, but once you've gone, the novelty of it wears off. You begin to feel like cattle. It's crazy how many people they cram into a given space. There is no privacy. And dangers are many. They like to shield you from it as much as possible, but you are putting your life in their hands. You better hope they are taking their responsibility seriously. If you go, you are agreeing to trust your life to them. A fire on a ship is a very serious situation. Illness can spread very easily. And contaminated food would be very difficult to avoid. If you like eating out of a buffet all the time, using the same utensils that everyone else is using, hoping that little children are being monitored by parents at the buffet, etc.
And, of course, there is always the chance of sinking. Ships can sink. If you agree to go on one, you take that risk. Everybody who begins a ship voyage expects to make it back to dry land, but history shows that they don't all make it back.

The cruise industry is doing that for the opposite reason. It is like other businesses that are demanding workers get vaccines. People will come if they feel safe. Restaurants and bars are demanding workers get vaccines too. It is smart business.
