It's not; the redacted portions are minimal and have no impact in the overall report analysis. The only relevant part is this: Page 173 V I: Ultimately, the investigation did not establish that the Campaign coordinated or conspired with the Russian government in its election-interference activities.

The collusion conclusion is all that matters. Obstruction was a sop Mullet coughed-up for the Resistance and House Democrats. If Mullet thought an indictment was warranted he wasn’t going to let DOJ *suggestions* about not being able to indict a president stand in his way.
He would have handed out the indictment and let the courts and/or DOJ settle it. Mullet knew an indictment meant a trial and he had a laughably weak case.
