What the 48‑hour requirement actually covers
The President must submit a written report to Congress within 48 hours when U.S. forces are:- Introduced into hostilities
- Introduced into situations where hostilities are imminent
- Deployed abroad while equipped for combat, even if not yet engaged
- Substantially enlarged in an existing deployment

Oh, shame on you, piggy. Spiro Agnew did not go to to jail. He resigned as Vice President to not go to jail. He resigned as Vice President in 1973 and entered a plea deal that allowed him to avoid incarceration.
