I am sure you have been in cities. NYC had hurricanes and emergencies before 9/11. Their and other cities evacuation plans do not work anymore for a very simple reason. Their infrastructure ( roads, etc) have no kept up with the population increases. Evacuating where forest fires generally occur are rural areas with not much population. Two different scenarios.

Yep, I agree. By the time they found out, which was like Wed. there wasn't enough time to evacuate 7 million ppl. That would have been a bigger disaster.

There is nothing hard to understand here Tsuke. You are an intelligent person. Cities for the most part have not kept their road infrastructure up with the population. They do not have have the capacity to have everyone on the road at once. A city can still say they will use, for example, route 128 in Boston to evacuate the city. It does not have the physical capacity to handle all the cars, trucks, etc at once. Same with NY, same with Houston, same with San Francisco etc.
