Yes there are, and IQ is FAR from a meaningless number. These are established scientific facts, they are not open to debate. (The US, btw, has over a century of experience in the field of IQ testing)

IQ is a completely meaningless number. Random numbers are not science. Facts are not science. Circular argument fallacy (fundamentalism).
 
I think what has the Democrats upset about this is they can't figure out any way to do calculus with Common Core math...

Yeah, that's right. IQ is a human trat that has a normal (or Bell-Shaped distribution. If you measure the IQ of 1000 randomly selected African-Americans (using a professionally designed IQ test) then create a graph of how the IQ scores are spread out, you will find that they are distributed in the form of a Bell Curve. At the far right "tail" of this Bell Curve you will find that some individuals have an above - average IQ - maybe 120 points, 130 points or perhaps even higher, BUT THESE HIGH SCORES WILL ONLY BELONG TO A SMALL PERCENTAGE OF THE INITIAL THOUSAND THAT WERE TESTED. What it means is that when the ordinary White American public see intelligent Blacks on the Mainstream Media like, say Ben Carson (qualified neurosurgeon and former Sec of HUD) or MLK or some of the articulate young Black news anchors on FOX, say (those who are clearly capable high-level cognition, and so on, they automatically think that most Blacks are just as intelligent. They don't reasise that the ones they see conducting interviews are joining in political debates are a VERY small percentage of the Black population in America and are not at all representative of average African-American intelligence. Most of the African-American IQ scores will lie in the central region of the symmetrical "Bell-Curve", and the average (median) IQ score will be close to 85 points. The average IQ of African-Americans has been measured a zillion time, and the researchers keep getting a result of 85 points. In Africa itself the sub-Saharan Negro has a measured average IQ of around 70 points. Finally, on the farther left-hand "tail" of the African-American IQ"bell Curve" you will find very low IQ scores: 50, 55, 60, etc.
