Nope. This was only a proposal by the San Francisco reparations committee, not for all of CA. It will never happen.
 
Incurious white Republicans such as the OP who started this ignorant thread should ask themselves how it happened that for a hundred years or so following Lincoln's 1860 election and the war, states in South were solidly Democratic but ever since Lyndon Johnson and the Civil Rights Act have been solidly Republican.
