The difference in level of your two sets of universities is staggering. The liberal universities are widely recognized as not only some of the best in the country, but world class.

Conversely, that conservative list is laughable. BYU is the only one that is worth a shit. Did you see some of the acceptance rates? 80-90-99%.

Congress allocates money for specific purposes within in the law and federal regulations. If the President determines that some entity getting that money isn't using it as intended or in a way that violates federal regulations one of the things he can do is withhold that money until the problem is fixed.

Congress and the courts provide oversight on the executive branch to ensure things are being done correctly (advise and consent).

If the President determines that money is being misused, it can be withheld. In the Carter years, for example, the President would withhold federal highway funds from any state that refused to lower their maximum speed limit to 55 mph. That was stupid, but legal.

Congress is not "in charge" either. They are one co-equal branch of government, not some cabal that runs everything with no oversight.
