He's placating the mob, the assertion that police are supposed to allow themselves to be disarmed of their taser, then shot by that taser and allowing themselves then to be disarmed of their service pistol and put at the mercy of a violent suspect is so insane that it proves that the rule of law and when the state becomes destructive of the life, liberty, and property of the citizenry then that state has lost legitimacy and sovereignty and it is therefore the right and duty of the people to abolish it through any means necessary.
