Rangel Had Talks to Settle Ethics Cases and Avoid Trial

Representative Charles B. Rangel and the House ethics committee have been exploring a settlement to the numerous accusations against him, which would allow the 20-term congressman to avoid an ugly public trial and could prevent further political damage to Democrats nationally.

Talks broke down on Thursday after more than a month, according to lawyers involved in the negotiations, prompting the usually secretive committee to begin the process to hold rare public proceedings on ethics charges against a member.

In interviews on Friday, the lawyers described the negotiations as contentious and said that a defiant Mr. Rangel continued to frustrate committee members with his unwillingness to admit wrongdoing in connection with several of the accusations against him. But they also said they were open to reaching a deal.

For two years, committee members have been examining, among other charges, Mr. Rangel’s failure to report income from a villa in the Dominican Republic, his acceptance of four rent-stabilized apartments and his use of his office to preserve a loophole for an oil company executive who pledged a $1 million donation for a new public policy center to be named for him.

On Thursday, the committee, officially called the House Committee on Standards of Official Conduct, announced that there was evidence to substantiate those accusations, but it declined to provide detail.

In a major development, Rep. Betty Sutton (D-Ohio) on Friday night called on beleaguered Rep. Charles Rangel (D-N.Y.) to resign.


Sutton's statement comes one day after the House ethics committee charged the 80-year-old Democrat with multiple violations.

In a statement to The Hill, Sutton stated, "It is regrettable, but Charlie Rangel needs to resign from his seat in Congress. This isn’t about being a Democrat or Republican, this is about preserving the public trust. Our nation is facing extraordinary challenges and we must be focused on building a sustainable economy that will allow our workers and businesses to flourish."

Sutton has built a reputation as a crusader for congressional ethics. In 2008, she led the fight to pass legislation creating the Office of Congressional Ethics, which now serves as an independent ethics body within the House of Representatives.

In March, Sutton donated to charity the $7,000 given to her campaign by Rangel. Sutton, a GOP target this fall, was elected in 2006. President Barack Obama attracted 57 percent of the vote in her district in 2008.

Earlier this year, Sutton called on Rangel to resign as Ways and Means Committee chairman days before the New York Democrat -- under pressure from House Democratic leaders -- gave up his gavel.

The first call on Rangel to resign from a sitting House Democrat could be the tipping point as an increasing number of Democrats are expressing concern over what Rangel could mean for the party's election prospects this fall.

Gee, it sounds like there's been a flurry of recent activity ! Given that most of Rangels scandals are at least several years old I wonder where our "Watchdog" Media has been for the last few days (not to mention years) ? What a change from the day-after-day week-after-week pounding the "unbiased" Media gave Trent Lott, Tom DeLay, George Allen, Palin etc. etc.
 
I love the new "transparency" of government. It makes the Bush Administration look absolutely open.
 
Following up on the ethics committee’s organizational meeting, in which they officially laid out the charges against Rep. Charlie Rangel (D-N.Y.), The New York Times writes that the committee’s 40-page report substantiated the four major charges against him — improper solicitation of donations for a school named in his honor, failure to pay taxes on his villa in the Dominican Republic, incomplete financial disclosure forms, and improper use of rent-stabilized apartments — while also adding a few juicy details of its own:

The committee said Mr. Rangel not only reached out to corporate executives seeking contributions to the Charles B. Rangel Center for Public Service at City College, but he also personally sought donations from registered lobbyists whose corporations had business before Congress. In some cases, Mr. Rangel asked for contributions of as much as $30 million from businesses with issues before the Ways and Means Committee, of which he was the chairman until March. [...]

In one of the more important allegations against Mr. Rangel, the committee charged him with ethics violations for his solicitation of Eugene Isenberg, the chief executive of Nabors Industries, an oil company that was seeking a tax break from the Ways and Means Committee when he pledged $1 million to the Rangel Center.

Mr. Rangel met with Mr. Isenberg and his lobbyist to discuss the tax break, which the congressman previously opposed, in February 2007 — the day it was being considered by the Ways and Means Committee.

The tax break ultimately passed, with Mr. Rangel’s vote, saving Nabors more than half a billion dollars. Eleven days after the meeting, City College cashed a $100,000 check from Mr. Isenberg.


At last count only four Democrats, none of whom represent leadership, have called for Rangel to resign.:eek:

for the hughes amendment in FOPA fiasco alone, rangel should be tarred, feathered, and put in arpaios jail tent with a pink jumpsuit for life.
