No, it's a Russian flag. It's not the official flag but Russian flag is an accurate description and it's obvious that is what it was intended to represent. Well, it was obvious to anybody but the chumps that fell for the prank.

they got pranked..so what..it has nothing to do with US/Russian policy or how Trump should go about some deconflicting with Putin.

It's the equivalent of McCain style ranting "It's an act of war" because of any hacking to Podesta/DNC
 
This was a pretty foolish thing to do. Trump on it or not. That flag is not only close to the flag of Russia, it has other ties to not so good things in history. They definitely could have thought of something else.

The trouble began when some attendees took out pro-Trump flags to wave during the president’s speech that also happened to have the same white-blue-and-red striped pattern as Russia’s official flag.

Reporter Peter Hamby notes that CPAC staffers quickly realized that its attendees were waving Russian flags, and moved to confiscate them.
