If she had been promised payment for her services she would have gone ahead with her speech, in spite of any "threats"...

She will always continue with her engagement as long as she is paid...

there is no reason to put "threatened" in quotes.
The school could not guarantee security, and we have already seen past riots at speakers at Berkeley
