Remember- ALL reactors are within the atmosphere- and you can include the epipelagic zone under that heading for the purposes of avoiding any other smart-ass wannabes.
The atmosphere is where we live. It is INSANE to allow nuclear reactions within it.

convince the American public that it's safe to do anywhere near where they live. That's the main hurdle.

what he is saying is it would take a direct hit by a nuclear weapon or a geological disaster of enormous scale to cause an incident.

I used to have security clearance and getting clearance into a nuclear facility is harder then getting into Camp David or Site R and I've been to all three.
