If they can't come up with a legitimate reason why they're there they can. The police can detain someone when they do a background check on a motorist.
It only takes less than a minute.

if they've detained a person, then yes. detaining someone is actually stopping them but they must have reasonable suspicion that a crime has been committed, is being committed, or will be committed. otherwise, they have made an illegal/unlawful stop and seizure. this is case law.
a person does not have to have a legitimate reason to be somewhere in the general public because we all have the constitutional right to travel freely in this country.

If you don't have anything to hide and you're coming out of your girlfriend's house or visiting your mother, what is the problem with a police check? Husbands sometimes work at night leaving their wives home alone and who's to say a police check wont reveal a convicted rapist? Sometimes women or men for that matter are home with a small child.
You ARE NOT being arrested when you are confronted by a neighborhood patrol car after 10 pm and the cop wants to ask you a few questions. I don't know why certain people do not want their tax dollars going for neighborhood police protection but at the same time they don't say anything about paranoia police DUI quota filling on the highways late at night.

Just because you "have nothing to hide" doesn't mean they're not building a case against you for later. We have a history of people like J. Edna Hoover doing just that.
Every time somebody posts this I watch it again with my kids and we go over how to answer cops if they are ever questioned. Do not talk to police people, any good criminal attorney will tell you that.

They were once called peace officers, now they're called law enforcement officers. Their uniforms used to be blue, the color of liberty. Their faces were always visible before the citizens. They wore name tags that were clearly readable by the citizens. They either walked a beat with a Billy club or drove marked police cars. They used to know who was and who wasn't supposed to be in your neighborhood after dark. They patrolled your neighborhood at night in their police cars. They used to be civilians.
Now they wear Para military uniforms and the above example looks like something out of Orwell's 1984. They carry military weapons and ride in armored personnel carriers. They consider every citizen a potential criminal.
What's happened to the police culture in America and more importantly why? Are the police now an enforcement branch, the strong arm of Big Brother?
Are they now government strong armed enforcers? They certainly look and act the part and this my friends is very alarming to me.

Secondly, don't you think that after many, many criminals targeted cops at their homes they stopped wearing their name tags. Don't you think that after many, many cop shootings they started wearing protective gear?
IDIOTS like you piss on the face of the people who use to be HERO's in an attempt to expose the certain few that exploit the badge. Basic profiling. EVERYONE knows that some cops are crap and do it as a power trip but you idiots use video of scared cops reacting all the time to promote your venue that all cops are dirty. Sometimes cops get scared for their life, why wouldn't they. Using your brain is the first step, typing is the second step. Try it.
