It does not exempt anything; although, during the legislative process I'm sure we will see many proposals for exemptions.
The simplicity is appealing, but that is all. I don't like being taxed more because I choose to spend more than you do. Supposedly, it taxes the underground economy but economists point out that doesn't really gain anything.
The effective tax rate on the highest income levels is about 25%; so, it raises taxes on everyone.
You would run massive deficits at that rate. So it won't work.
