This appears to be totally made up. It would the the District Attorney for Amador COUNTY who would have to draft an indictment. The county has 40,000 people. They would need proof of the bribe, but given that there is no proof of the indictment, that seems like a later hurdle to try to overcome.

That depends. If the state guy is bought and paid for by an international guy then yes, there should be federal "correction" of the issue.
