Your sister might be smart enough to tell you that listing the city as Minneapolis in the mailing address doesn't move that address into the city.

The federal police don't patrol the Minneapolis/St Paul airport. They have their own police force.

No roads "belong" to the highway patrol. The law enforcement that would handle unincorporated land would be the County sheriff department.
