That Trump might not have officially been the target or focus at the time Comey told Trump he wasn't under investigation, is a mere technicality. If they were investigating the campaign, it should be pretty obvious to anyone with an ounce of common sense that they also had Trump, (the head of the campaign) in their crosshairs.
