Another opinion:

“First of all, I don’t believe the inspector general would have jurisdiction over Comey any more, because he’s no longer a federal employee.” The inspector general’s job is to investigate wrongdoing by employees of the Justice Department, which Comey is no longer, thanks to Trump — though the IG would have the ability to investigate an allegation of criminal misconduct.

“But, second,” he continued, “initiating an investigation because you don’t like somebody’s testimony could be considered obstruction. And in the whistleblower context, it’s both evidence of retaliation and, under some laws, could be an adverse retaliatory act itself.”

In other words, Comey, here, is an employee who is blowing the whistle, to use the idiom, on his former boss. That boss wants to punish him for doing so. That’s problematic — especially if there’s no evidence that Comey actually violated any law that would trigger punishment.

Comey was not a whistleblower because his boss (Trump) wasn't involved in illegal activity. Comey stated more than once that Trump was not a subject of investigation in the Russia stuff. Plus, Comey said there was no obstruction. Comey was a mad little boy who got fired.

It appears that liberal snowflakes will always fail to take into consideration that someone who was fired, might just have an axe to grind; but is careful enough to make sure they don't hang themselves.
But Comey did say that he felt pressured from Lynch to end the Hillary investigation, so this may not be ended.

Anyway, here is the law these people are talking about, it has nothing to do with classified information, it simply is the work product itself that cannot be converted to his own use:
Whoever embezzles, steals, purloins, or knowingly converts to his use or the use of another, or without authority, sells, conveys or disposes of any record, voucher, money, or thing of value of the United States or of any department or agency thereof, or any property made or being made under contract for the United States or any department or agency thereof; or

Whoever receives, conceals, or retains the same with intent to convert it to his use or gain, knowing it to have been embezzled, stolen, purloined or converted—

Shall be fined under this title or imprisoned not more than ten years, or both; but if the value of such property in the aggregate, combining amounts from all the counts for which the defendant is convicted in a single case, does not exceed the sum of $1,000, he shall be fined under this title or imprisoned not more than one year, or both.

The word “value” means face, par, or market value, or cost price, either wholesale or retail, whichever is greater.

While I agree they are work product, I do not agree they have monetary value unless he sold them to the paper (or his friend did). So under this statute he could be fined or imprisoned for one year or both for converting the record to his own use then conveying the record to a friend for directed use...
