It did, in a way.

While Japan happened to be mostly aligned with England and with the United States during WW1, it DID try to extend it's influence in the China sea, which was against U.S. interest.

The result after WW1 was the Lansing–Ishii Agreement, later broken by the Japanese in WW2.
