The Cloward–Piven strategy is a political strategy outlined in 1966 by American sociologists and political activists Richard Cloward and Frances Fox Piven that called for overloading the U.S. public welfare system in order to precipitate a crisis that would lead to a replacement of the welfare system with a national system of "a guaranteed annual income and thus an end to poverty". Cloward and Piven were a married couple who were both professors at the Columbia University School of Social Work. The strategy was formulated in a May 1966 article in liberal[1] magazine The Nation titled "The Weight of the Poor: A Strategy to End Poverty".

The two stated that many Americans who were eligible for welfare were not receiving benefits, and that a welfare enrollment drive would strain local budgets, precipitating a crisis at the state and local levels that would be a wake-up call for the federal government, particularly the Democratic Party. There would also be side consequences of this strategy, according to Cloward and Piven. These would include: easing the plight of the poor in the short-term (through their participation in the welfare system); shoring up support for the national Democratic Party then-splintered by pluralistic interests (through its cultivation of poor and minority constituencies by implementing a national "solution" to poverty); and relieving local governments of the financially and politically onerous burdens of public welfare (through a national "solution" to poverty)

The strategy

Cloward and Piven’s article is focused on forcing the Democratic Party, which in 1966 controlled the presidency and both houses of the United States Congress, to take federal action to help the poor. They stated that full enrollment of those eligible for welfare “would produce bureaucratic disruption in welfare agencies and fiscal disruption in local and state governments” that would “deepen existing divisions among elements in the big-city Democratic coalition: the remaining white middle class, the working-class ethnic groups and the growing minority poor. To avoid a further weakening of that historic coalition, a national Democratic administration would be constrained to advance a federal solution to poverty that would override local welfare failures, local class and racial conflicts and local revenue dilemmas.”[3] They wrote:

“ The ultimate objective of this strategy—to wipe out poverty by establishing a guaranteed annual income—will be questioned by some. Because the ideal of individual social and economic mobility has deep roots, even activists seem reluctant to call for national programs to eliminate poverty by the outright redistribution of income. ”

Michael Reisch and Janice Andrews wrote that Cloward and Piven "proposed to create a crisis in the current welfare system – by exploiting the gap between welfare law and practice – that would ultimately bring about its collapse and replace it with a system of guaranteed annual income. They hoped to accomplish this end by informing the poor of their rights to welfare assistance, encouraging them to apply for benefits and, in effect, overloading an already overburdened bureaucracy."

President Obama repeatedly assured Americans that after the Affordable Care Act became law, people who liked their health insurance would be able to keep it. But millions of Americans are getting or are about to get cancellation letters for their health insurance under Obamacare, say experts, and the Obama administration has known that for at least three years.

Four sources deeply involved in the Affordable Care Act tell NBC NEWS that 50 to 75 percent of the 14 million consumers who buy their insurance individually can expect to receive a “cancellation” letter or the equivalent over the next year because their existing policies don’t meet the standards mandated by the new health care law. One expert predicts that number could reach as high as 80 percent. And all say that many of those forced to buy pricier new policies will experience “sticker shock.”

None of this should come as a shock to the Obama administration. The law states that policies in effect as of March 23, 2010 will be “grandfathered,” meaning consumers can keep those policies even though they don’t meet requirements of the new health care law. But the Department of Health and Human Services then wrote regulations that narrowed that provision, by saying that if any part of a policy was significantly changed since that date -- the deductible, co-pay, or benefits, for example -- the policy would not be grandfathered.

Buried in Obamacare regulations from July 2010 is an estimate that because of normal turnover in the individual insurance market, “40 to 67 percent” of customers will not be able to keep their policy. And because many policies will have been changed since the key date, “the percentage of individual market policies losing grandfather status in a given year exceeds the 40 to 67 percent range.”

That means the administration knew that more than 40 to 67 percent of those in the individual market would not be able to keep their plans, even if they liked them.

Yet President Obama, who had promised in 2009, “if you like your health plan, you will be able to keep your health plan,” was still saying in 2012, “If [you] already have health insurance, you will keep your health insurance.”

“This says that when they made the promise, they knew half the people in this market outright couldn’t keep what they had and then they wrote the rules so that others couldn’t make it either,” said Robert Laszewski, of Health Policy and Strategy Associates, a consultant who works for health industry firms. Laszewski estimates that 80 percent of those in the individual market will not be able to keep their current policies and will have to buy insurance that meets requirements of the new law, which generally requires a richer package of benefits than most policies today.

The White House does not dispute that many in the individual market will lose their current coverage, but argues they will be offered better coverage in its place, and that many will get tax subsidies that would offset any increased costs.

“One of the main goals of the law is to ensure that people have insurance they can rely on – that doesn’t discriminate or charge more based on pre-existing conditions. The consumers who are getting notices are in plans that do not provide all these protections – but in the vast majority of cases, those same insurers will automatically shift their enrollees to a plan that provides new consumer protections and, for nearly half of individual market enrollees, discounts through premium tax credits,” said White House spokesperson Jessica Santillo.

“Nothing in the Affordable Care Act forces people out of their health plans: The law allows plans that covered people at the time the law was enacted to continue to offer that same coverage to the same enrollees – nothing has changed and that coverage can continue into 2014,” she said.

Individual insurance plans with low premiums often lack basic benefits, such as prescription drug coverage, or carry high deductibles and out-of-pocket costs. The Affordable Care Act requires all companies to offer more benefits, such as mental health care, and also bars companies from denying coverage for preexisting conditions.

Today, White House spokesman Jay Carney was asked about the president’s promise that consumers would be able to keep their health care. “What the president said and what everybody said all along is that there are going to be changes brought about by the Affordable Care Act to create minimum standards of coverage, minimum services that every insurance plan has to provide,” Carney said. “So it's true that there are existing healthcare plans on the individual market that don't meet those minimum standards and therefore do not qualify for the Affordable Care Act.”

Fox News has confirmed that while the president was promising Americans they could keep their health care plans, the White House has known for about three years that the promise would not hold true for millions.

Megyn Kelly reported tonight on The Kelly File that over a million plans have been canceled so far and over 10 million are in danger of being canceled in the near future. Kelly dug up an IRS form that shows the administration knew in 2010 that millions of people would not be able to keep their plans.

Marc Thiessen, a former speech writer under President George W. Bush, called the Obama administration’s promise a “bold-faced lie.” He charged that the administration intended for people to lose their plans in order to subsidize the exchanges.

In a Kelly File exclusive, the show sat down with elderly patients who are losing their doctors in addition to their plans. Watch the clip above.

Clearly what we are seeing now is not an unexpected result...

In hindsight, ObamaCare is the Cloward-Piven Strategy applied to what was a flawed, but functioning middle class health insurance system.

We now see Tens of Millions of Americans having their health insurance policies canceled, leaving many Americans with no choice but to very expensive and poorly administer government health insurance plan.

Worse, the plan is not even doing a good job of providing re-distribution of wealth coverage for the 30 million uninsured used to justify ObamaCare's creation.

Essentially, Obama has pulled a Leeroy Jenkins, to most of Middle Class America's Health Insurance. Screaming his own name as a BattleCry, he has rushed recklessly in, changing the plans of those with better planning skills into a crisis management situation, without a prayer of any possible positive outcome. And it is glaringly obvious that it was done deliberately and with full knowledge of the probable outcome.

Furthermore, he stood before the American people on numerous occasions and deliberately LIED about the expected outcome of the ObamaCare Bill.


WHY!?

Why would he expend that kind of political capital to ruin what was a flawed, but workable health insurance plan system used by a most Americans?!

Well, the people who have lost their coverage... well, the lost plans are NEVER coming Back! What choice do those people have now?!

It is nothing less than the Cloward-Piven Strategy applied to Health Care, instead of Housing and Food.

( You could also argue that it was a very stealthy vehicle for Government take-over of the higher education financing system, along with implementing a vast new set of Racial Preferences and Anti-White Discrimination! )

But the Left couldn't get people to support moving from what was, to their preferred single payer, government controls all, health care plan, unless they destroyed the system that was more or less working!

A system were Leftie Bureaucrats call all the shots and have dictatorial power of a large and vitally important part of every American's life, and the money that goes with it!

Interesting article. Thanks for posting this. I'm still inclined to think liberals are really too stupid to have a strategy and that this is mostly accidental, but heading in the direction claimed.
 
Its all political fun and games, until you get sick, and ObamaCare just forced the cancellation of your health insurance, you can't afford the ludicrous costs of the ObamaCare plans, and so you're told that they'll just let you die.

I can already see where this is going... American will suddenly have a huge surge in Black Marget, under the table health care.

If you can't get what's needed to survive through the "System", you'll simply go around it.

In the longer run, this is probably a really good thing for America. After all, Russia would not have survived at all without its endemic Black Markets.

Insurance cancelled? Don't blame Obama or the ACA, blame America's insurance companies

...The fact is if you are one of the estimated 2 million Americans whose health insurance plans may have been cancelled this month, you should not be blaming President Obama or the Affordable Care Act.

You should be blaming your insurance company because they have not been providing you with coverage that meets the minimum basic standards for health care.

Let me put it more bluntly: your insurance companies have been taking advantage of you and the Affordable Care Act puts in place consumer protection and tells them to stop abusing people."

Consider the Cloward-Piven Strategy approach that the Obama Administration has taken with respect to America's Energy supply.

* Shut down of Coal Power Plants
* Blocking of the Pipe Line
* Billions of Dollars to Cronnies in Solar Voltaic, none for the much more practical Solar Thermal
* Billions of Stimulus Dollars to Cronnies in Foreign Countries such as Norway, China and Korea, Factories here in the U.S. get zero of the Contracts.
* Open admission that under the Obama-Energy plan, energy costs will necessarily sky rocket!

Once again, Obama and his Administration are not even trying build and provide the essential resource for middle class Americans, their policies are a deliberate attempt to Wreck what is a flawed, but workable system, to replace it with a much lower output, high expense, government controlled, and Liberal Elite oriented system.
