That's a fact. I've done federal contracts for electrical work. No permit. You just go in and do the job. I did include that mine would adhere to NEC standards rather than UBC. The government entity appoints a project manager to 'inspect' the work. This is usually someone the bureaucracy wants to give a late career promotion to just before they retire as a 'give me.'

I'm still trying to wonder what is so evil about a frigging ballroom, anyway; there has been a movement to move the president and staff to a more appropriate office building for a long time now. The White House is decrepit and too expensive to keep up, and needs to be turned into a tourist exhibit and charge a fee for tours to pay for its upkeep. Renting out the ballroom could be a big money maker.
