They don't have the authority but they do it all the time. The constitution gives the states the sole authority to change the constitution by the amendment process. It never directly says who can interpret the constitution which means, by the 10A, the states have that power also.
But that's not how things are done.

No, it doesn't. The States ALREADY HAVE THAT AUTHORITY. They are the owners. The process of amending the Constitution is declared in the Constitution, and the States have agreed to follow it.
No, not by the 10th amendment. The States are the owners of the Constitution of the United States. Only the owners of a constitution can change it, interpret it, or destroy it.
Which is why there is no more United States. It has fallen. The States of America are now each deciding whether to ally with the oligarchies, or to reform another Union, or whether to simply stay independent.
