You've watched too many police dramas. If a jacketed, soft point, semi-spitzer round was used, and that's likely, it is often too deformed after impact or backstopping to determine what weapon fired it. It'd be different if it carried to its terminal range, but that's unlikely.
 
Megyn Kelly on Rubin was talking about the bullet hitting a bullet proof vest and then went into his neck.....is this even possible?

If he fired center mass, and Charlie was wearing a vest, yes. However, his t-shirt would not cover a vest. The bullet can shatter and a small piece can cut the neck. It would be a one in a zillion shot though.
